It's a type of map file used by a program called Valve Hammer Editor. This editor is a tool that comes with something known as the Valve Source SDK, which is a set of software development tools.

The .RMF file contains various pieces of data that are important for creating maps in video games. This includes shapes that can be freely drawn (called arbitrary brush shapes) and something called VisGroups. VisGroups, short for Visibility Groups, are really handy because they let you control what you can see on the screen while you're working.
